A licence says the household has been screened, trained and inspected, and that the home meets the physical standards for caring for someone else's child. It is issued for a fixed term and renewed rather than held permanently. This page is a plain-language guide. Licences, applications and eligibility decisions are handled by the State of Florida through its own official channels.
The home study is the substance of licensing. It is not a background check with a walk-through attached: it is a written assessment built from interviews with every member of the household, references, financial information and the assessor's own observation.
It covers motivation, how the household handles conflict and discipline, what support the carers have around them, and how a child would actually fit into the daily life of the home. Applicants who treat it as an interrogation tend to have a harder time than those who treat it as a conversation.
Working smoke detectors and a fire extinguisher; medicines, cleaning products and any firearms locked away; safe water and heating; enough sleeping space, with rules about which children may share a room; and a safe outdoor area where one exists.
The home may be rented, and it does not need to be large. What is assessed is safety and space per child, not standard of living.
Re-licensing repeats the inspection and requires continued in-service training. It also looks at what happened during the licence period — placements, any complaints, and how the household worked with caseworkers and birth families.
